Abstract

Стаття присвячена аналізу проблеми трансформації владних відносин в українському соціумі під впливом зовнішніх та внутрішніх викликів, що сформувалися в період повномасштабної війни. Актуалізовано значення цивілізаційного підходу дослідження трендів трансформації владних відносин, що дає можливість визначити російську агресію як «цивілізаційний виклик» глобального масштабу, який потребує ретельного вивчення та усвідомлення в контексті формування адекватної відповіді. Підкреслено важливість збереження та посилення демократичних інститутів в Україні, навіть в складних умовах воєнного стану, оскільки головний сенс протистояння з російським агресором є саме захист цивілізаційного вибору на користь демократії. Приділено увагу визначенню проблем та тенденцій функціонування інститутів влади в умовах війни, стверджено, що в цілому спостерігається достатній рівень інституційної спроможності держави, особливо в аспекті консолідації країни та організації відсічі агресору. Виявлено сучасні проблеми владних відносин, пов’язані з надмірною централізацією та персоніфікацією прийняття рішень, консервацією традиційних для українського суспільства проблем, що призводить до формування репутаційної кризи української влади. Обґрунтовано, що подолання визначених проблем та посилення ефективності влади в складних умовах тривалої війни потребує високого фахового рівня держслужбовців; встановлення більш жорсткої політичної відповідальності за негативні для країни рішення; залучення громадянського суспільства до розробки політичного порядку денного; ефективної взаємодії центральних і місцевих органів влади в процесі прийняття та реалізації рішень. The article is devoted to the analysis of the problem of the transformation of power relations in Ukrainian society under the influence of external and internal causes that were formed during the full-scale war. The significance of the civilizational approach to the study of trends in the transformation of power relations has been updated, which makes it possible to define Russian aggression as a «civilizational challenge» of a global scale, which requires careful study and awareness in the context of forming an adequate response. The importance of preserving and strengthening democratic institutions in Ukraine, even in difficult conditions of martial law, is emphasized, since the main meaning of the confrontation with the Russian aggressor is the protection of the civilizational choice in favor of democracy. Attention is paid to the definition of problems and trends in the functioning of government institutions in war conditions, it is stated that in general there is a sufficient level of institutional capacity of the state, especially in the aspect of the consolidation of the country and the organization of repelling the aggressor. Modern problems of power relations associated with excessive centralization and personification of decision-making, conservation of traditional problems for Ukrainian society, which leads to the formation of a reputational crisis of the Ukrainian government, have been identified. It is substantiated that overcoming the identified problems and increasing the efficiency of the government in the difficult conditions of a long war requires raising the professional level of civil servants; establishment of stricter political responsibility for decisions harmful to the country; involvement of civil society in the development of the political agenda; establishment of two-way communication between the central and local authorities.
