Political science content and levels of organization of intelligence activities in the economic sphere

Abstract

Жорстка конкуренція національних економік на сучасних глобальних ринках зумовлює значне зростання кількості та глибини геополітичних суперечностей. Національні уряди зазнають дедалі більшого тиску щодо внутрішньої політики в частині задоволення зростаючих потреб населення своїх країн, а тому вимушені політичними засобами забезпечувати конкурентні переваги держави. Важливе місце серед цих засобів належить використанню можливостей розвідувальних органів. Адже доленосні політичні рішення приймаються на основі розвідувальної інформації щодо економічного розвитку, стану об’єктів критичної інфраструктури окремих країн, упровадження новітніх технологій, а також напрямів реалізації масштабних інвестиційних проєктів. Україна в цьому контексті не є винятком. Викладене зумовлює актуальність вивчення проблеми ефективної організації власної системи розвідувальної діяльності в економічній сфері як важливого інструменту політичного управління. Мета статті ‒ розкрити політологічний зміст організації розвідувальної діяльності в економічній сфері та визначити її важливі ознаки. За результатами проведеного дослідження визначено, що організацію розвідувальної діяльності в економічній сфері необхідно розглядати у двох аспектах – статичному й динамічному, тобто як стан керованої соціальної системи та як дії посадових осіб, що відповідають значенню дієслова «організовувати». Організація розвідувальної діяльності в економічній сфері здійснюється на різних рівнях (від проведення окремого розвідувального заходу у сфері економіки до політичного управління всім розвідувальним співтовариством). На кожному з цих рівнів організація передбачає такі елементи: аналіз ситуації, планування, визначення та розстановка сил (підготовка і навчання виконавців), контроль і надання допомоги, забезпечення взаємодії суб’єктів виконання, матеріально-технічне і фінансове забезпечення, оцінка результатів роботи й за потреби – внесення корективів. Правові засади організації розвідувальної діяльності в економічній сфері формувалися з урахуванням кращого європейського досвіду. У цьому вбачається прямий зв’язок політичного курсу України на вступ до ЄС та НАТО, а також політична воля до її утвердження як соціальної, правової, демократичної держави. Fierce competition between national economies on modern global markets leads to a significant increase in the number and depth of geopolitical conflicts. National governments are under increasing domestic policy pressure to meet the growing needs of the citizens, and therefore are forced to use political means to ensure the competitive advantages of the state. An important place among these means belongs to the use of capabilities of intelligence agencies. After all, fateful political decisions are made on the basis of intelligence information about economic development, the state of critical infrastructure facilities of individual countries, the introduction of the latest technologies, as well as directions for the implementation of largescale investment projects. In this context, Ukraine is no exception. The above determines the relevance of studying the problem of effective organization regarding one’s own system of intelligence activities in the economic sphere as an important tool of political management. The purpose of the article is to reveal the political meaning of the organization of intelligence activities in the economic sphere and to determine its important features. According to the results of the conducted research, it was determined that the organization of intelligence activities in the economic sphere must be considered in two aspects – static and dynamic, i.e. as the state of the managed social system and as the actions of officials corresponding to the meaning of the verb «to organize». The organization of intelligence activities in the economic sphere is carried out at different levels (from conducting a separate intelligence operation in the economic sphere to political management of the entire intelligence community). At each of these levels, the organization provides the following elements: analysis of the situation, planning, determination and deployment of forces (training and preparation of executors), control and provision of assistance, ensuring the interaction of implementation subjects, logistical and financial support, assessment of work results and, if necessary, making corrections. The legal foundations for the organization of intelligence activities in the economic sphere were formed taking into account the best European experience. This shows the direct connection of Ukraine’s political course to joining the EU and NATO, as well as the political will to establish it as a social, legal, democratic state.
