Концептуальні підходи до аналізу легітимності державної влади

Abstract

У статті наведені результати комплексного дослідження наукових підходів до аналізу легітимності державної влади. Актуальність даного наукового пошуку пов’язана з обумовленістю практичних досягнень теоретичними напрацюваннями. Зміцнення легітимності державної влади у повному викликів і проблем політичному середовищі сьогодні неможливе без належного теоретичного підґрунтя, яким, в даному випадку, і виступають концептуальні наукові наративи. Відповідно, мета дослідження полягає у систематизації ключових наукових підходів до аналізу легітимності державної влади і деталізується у наступних завданнях: виявити провідні концептуальні підходи до аналізу легітимності державної влади; розкрити їхню специфіку; провести порівняльний аналіз. Методологічною основою дослідження з урахуванням мети і завдань стали системний, структурний та порівняльний методи наукового пізнання. У ході наукового дослідження аналізувалися ідеї та позиції таких учених, як М. Вебер, Ю. Габермас, А. Грамші, Т. Парсонс тощо, були розкриті особливості їхніх авторських перцепцій легітимності державної влади, виявлені окремі суперечності. У результаті було виділено два провідні напрямки: описовий та нормативний. Перший акцентує увагу на такій домінанті легітимності, як ефективність державної влади. Другий робить акцент на відповідності суспільним цінностям. Також стверджується, що для більшої об’єктивності легітимність необхідно сприймати як перманентний процес (а не разову дію), вписаний у конкретний культурноісторичний контекст, а не універсальну умовність. Крім цього, на сучасному етапі розвитку суспільства і науки дослідження легітимності не може обмежуватися виключно внутрішньодержавним контекстом, а має враховувати і міжнародну динаміку. Легітимність держави на міжнародному рівні означає визнання в міжнародній сфері та має важливий вплив на державу, оскільки може поставити державну владу під сумнів, якщо державні інституції не спроможні забезпечити суспільні блага. The article presents the results of a comprehensive study of scientific approaches to the analysis of the legitimacy of state power. The relevance of this scientific search is related to the conditioning of practical achievements by theoretical developments. Strengthening the legitimacy of state power in a political environment full of challenges and problems today is impossible without a proper theoretical foundation, which, in this case, is represented by conceptual scientific narratives. Accordingly, the purpose of the study is to systematize key scientific approaches to the analysis of the legitimacy of state power and is detailed in the following tasks: to identify the leading conceptual approaches to the analysis of the legitimacy of state power; reveal their specifics; conduct a comparative analysis. Systematic, structural and comparative methods of scientific knowledge became the methodological basis of the research, taking into account the purpose and tasks. In the course of the scientific research, the ideas and positions of such scientists as M. Weber, J. Habermas, A. Gramsci, T. Parsons, etc., the peculiarities of their author’s perceptions of the legitimacy of state power were revealed, some contradictions were detected as well. As a result, two leading directions were identified: descriptive and normative. The first emphasizes such a dominant factor of legitimacy as the effectiveness of state power. The second emphasizes compliance with social values. It is also argued that, for greater objectivity, legitimacy must be perceived as a permanent process (rather than a one-time action), inscribed in a specific cultural-historical context, and not a universal convention. In addition, at the current stage of the development of society and science, the study of legitimacy cannot be limited exclusively to the domestic context, but must also take into account international dynamics. Legitimacy of the state at the international level means recognition in the international sphere and has an important impact on the state, as it can call into question the state power if the state institutions are not able to provide public goods.
