Системоутворюючі практики українських гуманітарних нуо: інституційні пастки та стратегії в умовах турбулентностІ

Abstract

Актуальність дослідження зумовлена зростанням ролі неурядових організацій (НУО) у наданні гуманітарної допомоги в Україні та необхідністю підвищення ефективності їхньої діяльності шляхом впровадження кращих світових практик. Це особливо важливо в умовах затяжного військового конфлікту, який призвів до масштабного внутрішнього переміщення та зростання гуманітарних потреб. Українські НУО стикаються з численними викликами, пов'язаними з обмеженими ресурсами, складним операційним середовищем та інституційними пастками, які обмежують їхню спроможність надавати якісну та сталу допомогу, зокрема, ВПО. Метою статті є дослідження процесів інституціоналізації світових практик гуманітарної допомоги у діяльності українських НУО із позицій організаційної соціології, шляхом аналізу інституційних пасток та можливостей для стратегічної дії в турбулентному середовищі. Методологія дослідження базується на якісному аналізі кейсів двох провідних українських НУО, які надають допомогу ВПО, а також на експертних інтерв'ю з представниками керівництва цих організацій. Результати дослідження свідчать, що українські НУО активно впроваджують такі світові практики, як дотримання гуманітарних принципів, стандартів якості та підзвітності, підходів участі та локалізації, розвиток систем моніторингу та евалюації тощо. Водночас, цей процес інституціоналізації супроводжується низкою викликів та протиріч, пов'язаних з особливостями інституційного та операційного контексту. The relevance of the study is due to the growing role of non-governmental organizations (NGOs) in providing humanitarian assistance in Ukraine and the need to improve the efficiency of their activities by implementing the best international practices. This is especially important in the context of the protracted military conflict, which has led to large-scale internal displacement and growing humanitarian needs. Ukrainian NGOs face numerous challenges related to limited resources, a complex operating environment and institutional pitfalls that limit their ability to provide quality and sustainable assistance to IDPs. The purpose of the article is to study the processes of institutionalization of global humanitarian aid practices in the activities of Ukrainian NGOs, to analyze institutional traps and opportunities for strategic action in a turbulent environment. The research methodology is based on a qualitative analysis of the cases of two leading Ukrainian NGOs that provide assistance to IDPs, as well as on expert interviews with representatives of the top management of these organizations. The results of the study show that Ukrainian NGOs are actively implementing such international practices as adherence to humanitarian principles, quality and accountability standards, participatory and localization approaches, development of monitoring and evaluation systems, etc. At the same time, this process of institutionalization is accompanied by a number of challenges and contradictions related to the specifics of the institutional and operational context.
