Civil security in the context of disinformation and protecting against social risks and strengthening the resilience of society

Abstract

In today's society, human security includes not only physical protection, but also protection from information threats, such as disinformation and manipulation of public opinion. These have become critically important in the information society, where news, social media, and Internet resources are becoming the main sources of information for millions of people. So what is disinformation? According to the Cambridge Dictionary, disinformation is false information disseminated with the intention of misleading people. Representatives of the UN, the OSCE and other organizations emphasized in the Joint Declaration that disinformation is primarily aimed at distorting or providing deliberately false, provocative information, disseminating it as true in order to mislead the public, political opponents, competitors. In a report dated April 13, 2021, the UN Special Rapporteur on the promotion and protection of freedom of opinion and expression summarized that disinformation is “false information deliberately disseminated with the intent to cause serious social harm.” Disinformation is aimed at providing economic benefits to the disseminator, as stated in the EU Code of Practice on Countering Disinformation. У сучасному суспільстві безпека людини включає не лише фізичний захист, але й захист від інформаційних загроз, таких як дезінформація та маніпулювання громадською думкою. Вони стали надзвичайно важливими в інформаційному суспільстві, де новини, соціальні медіа та Інтернет-ресурси стають основними джерелами інформації для мільйонів людей. Отже, що таке дезінформація? Відповідно до Кембриджського словника, дезінформація – це неправдива інформація, яка поширюється з метою введення людей в оману. Представники ООН, ОБСЄ та інших організацій у Спільній декларації підкреслили, що дезінформація спрямована насамперед на спотворення або надання завідомо неправдивої, провокаційної інформації, поширення її як правдивої з метою введення в оману громадськості, політичних опонентів, конкурентів. У доповіді від 13 квітня 2021 року Спеціальний доповідач ООН із заохочення та захисту свободи думок і вираження резюмував, що дезінформація — це «неправдива інформація, навмисно поширена з наміром завдати серйозної соціальної шкоди». Дезінформація спрямована на надання економічної вигоди розповсюджувачу, як зазначено в Кодексі практики ЄС щодо протидії дезінформації.
