Abstract

The political systems of societies of the industrial age are naturally perceived from the standpoint of the “positive” logic of their development (accumulation and distribution of wealth). An analysis of modern post-industrial societies is advisable to build on the basis of the “negative” logic of their development (production and distribution of risks). The hybrid war should be seen as a source (mechanism) of continuous production of multi-level and multidirectional challenges, threats and dangers. Accordingly, the political system must be able to recognize, qualify, and assess challenges and threats (in peacetime), threats and dangers (in wartime) and counteract them. That is why an integral part of political systems is the military organization of the state (in presidential republics) or the security and defense sector (in parliamentary and semi-presidential republics, constitutional monarchies), whose main purpose is the armed opposition to anti-systemic influences.
