Роль президента Чеської Республіки Петра Павела у формуванні зовнішньополітичного дискурсу щодо України

Abstract

Після повномасштабного вторгнення РФ у 2022 р. в Україну відбулася суттєва трансформація зовнішньої політики Чеської Республіки (ЧР) – від обережного балансування до активної проукраїнської позиції. У цих умовах особливого значення набуває роль президента у формуванні зовнішньополітичного дискурсу, адже навіть за обмежених формальних повноважень він впливає на інтерпретацію війни та міжнародну позицію держави. Метою статті є дослідження ролі президентського дискурсу Петра Павела у формуванні та артикуляції зовнішньополітичної позиції Чехії щодо України. Методологічну основу дослідження становлять методи дискурс-аналізу, контентаналізу публічних виступів, офіційних заяв та дипломатичних ініціатив президента, порівняльний підхід до вивчення еволюції риторики. Емпіричною базою є офіційні промови, інтерв’ю та міжнародні виступи глави держави. Встановлено, що президентський дискурс П. Павела характеризується чіткою проукраїнською спрямованістю та стратегічною послідовністю. Основними тематичними напрямами є засудження російської агресії, підтримка суверенітету й територіальної цілісності України, сприяння її інтеграції до ЄС і НАТО, а також обґрунтування необхідності довгострокової військової, політичної та економічної допомоги. Виявлено, що публічні виступи президента виконують не лише репрезентативну, а й формувальну функцію, впливаючи на міжнародний імідж Чехії та внутрішньополітичний дискурс. he relevance of this article is обусловлена the fact that following Russia’s full-scale invasion of Ukraine in 2022, a significant transformation of the Czech Republic’s foreign policy has taken place – from cautious balancing to an active pro-Ukrainian stance. In this context, the role of the president in shaping foreign policy discourse becomes particularly important, as even with formally limited powers, the president influences the interpretation of the war and the state’s international position. The aim of the article is to examine the role of the presidential discourse of the Czech Republic’s President Petr Pavel in shaping and articulating the country’s foreign policy position toward Ukraine. The methodological framework of the study is based on discourse analysis, content analysis of public speeches, official statements, and diplomatic initiatives of the president, as well as a comparative approach to examining the evolution of rhetoric. The empirical basis includes official speeches, interviews, and international addresses of the head of state. It has been established that President Petr Pavel’s discourse is characterized by a clear pro-Ukrainian orientation and strategic consistency. The main thematic areas include condemnation of Russian aggression, support for Ukraine’s sovereignty and territorial integrity, promotion of its integration into the EU and NATO, as well as justification of the need for long-term military, political, and economic assistance. It is revealed that the president’s public speeches perform not only a representative but also a formative function, influencing both the international image of the Czech Republic and the domestic political discourse. The evolution of rhetoric is demonstrated – from mobilizational support for Ukraine to the formation of a comprehensive strategic narrative encompassing issues of a just and lasting peace, post-war reconstruction, long-term strategic partnership, and a new architecture of European security. The role of the president in legitimizing military assistance to Ukraine and consolidating public support is identified. It is concluded that President Petr Pavel’s discourse is systemic, consistent, and strategically oriented, and serves as an important factor in consolidating both domestic and international support for Ukraine, as well as strengthening the Czech Republic’s role as an active actor in European security policy.
