Модернізація соціальної держави: від імітаційної моделі до раціональної політики

Abstract

У статті визначено сутність процесу модернізації соціальної держави та відзначено необхідність переходу від імітаційної моделі до раціональної соціальної політики. Модернізація безпосередньо пов’язується із ідеєю прогресу, який полягає у переході від традиційних суспільств до індустріальних. Актуальність теми обумовлена усвідомленням високої суспільної необхідності забезпечення прогресу у всіх без виключення просторах соціальної взаємодії та формуванням очікувань відмови держави від імітаційної моделі соціальної політики (так само як і фасадної демократії) на користі її раціоналізації. Аргументовано, що для України особливого значення набуває саме модернізація соціальної держави. «Перехідний» період, яким позначався етап становлення Незалежності після розпаду радянського тоталітарного режиму, характеризувався невизначеністю внутрішньої політики та зовнішньополітичного вибору, зубожінням населення, олігархізацією політики та монополізацією економіки. Відтак, застосування теорії модернізації відносно соціальної держави дозволяє визначити суспільні уявлення щодо соціальної політики та очікуваного рівня соціального захисту, а також удосконалити модель переходу українського суспільства від пострадянського стану до сучасної демократії. У дослідженні ідеї соціального прогресу, як важливої складової процесу модернізації соціальної держави використовувались як загальнонаукові так і спеціальні методи. Серед перших слід відзначити методи аналізу та синтезу, індукції та дедукції, метод узагальнення тощо. Основою дослідження виступає теорія модернізації, за допомогою якого визначаються концепт та сутність процесу модернізації. Безпосередньо у дослідженні процесу модернізації соціальної держави використовується метод історичного інституціоналізму, а задля визначення впливу ідеї прогресу на дискурс щодо модернізації – метод дискурсивного інституціоналізму. Модернізація соціальної держави на основі ідеї прогресу та раціональності у сфері соціальної політики, передбачає відмову від імітаційної моделі, усунення вікової дискримінації, захист неринкових сфер на основі партнерства держави, бізнес-середовища та інституцій громадянського суспільства, відмову від копіювання зарубіжних моделей та потенційне впровадження безумовного базового доходу громадян. The article defines the essence of the process of modernization of the welfare state and notes the need to move from an imitation model to a rational social policy. Modernization is directly linked to the idea of progress, which is the transition from traditional societies to industrial ones. The relevance of the topic is due to the awareness of the high social need to ensure progress in all spaces of social interaction without exception and the formation of expectations of the State's abandonment of the imitation model of social policy (as well as facade democracy) in favour of its rationalization. It is argued that the modernization of the welfare state is of particular importance for Ukraine. The ‘transitional’ period, which marked the stage of independence after the collapse of the Soviet totalitarian regime, was characterized by uncertainty of domestic policy and foreign policy choices, impoverishment of the population, oligarchizing of politics and monopolization of the economy. Therefore, the application of the theory of modernization to the welfare state allows us to determine public perceptions of social policy and the expected level of social protection, as well as to improve the model of the transition of Ukrainian society from the post-Soviet state to modern democracy. Both general scientific and special methods were used in the study of the idea of social progress as an important component of the process of modernization of the welfare state. The former include the methods of analysis and synthesis, induction and deduction, generalization, etc. The basis of the study is the theory of modernization, which defines the concept and essence of the modernization process. The study of the process of modernization of the welfare state is based on the method of historical institutionalism, and the method of discursive institutionalism is used to determine the impact of the idea of progress on the discourse on modernization. The modernization of the welfare state based on the idea of progress and rationality in the field of social policy implies rejection of the imitation model, elimination of age discrimination, protection of non-market areas on the basis of partnership between the state, business environment and civil society institutions, rejection of copying foreign models and potential introduction of an unconditional basic income for citizens.
