Суть та основні підходи до розуміння абсентеїзму

Abstract

У статті досліджено актуальну проблематику сучасної політичної науки – суть та особливості абсентеїзму як атрибуту сучасних виборів. Розкрито суть та основні підходи до розуміння поняття «абсентеїзм». Акцентовано увагу на тому, що абсентеїзм як суспільно-політичне явище можна розглядати з різних позицій: з позиції політичної поведінки; з позиції принципу свободи виборів; з позиції ставлення громадян до політики та виборів; з позиції рівня стабільності суспільства; з позиції прав та свобод особи; з позиції політичної участі громадян; з позиції суспільно-політичної ідентифікації виборців; з позиції політичних можливостей; з позиції позиціонування особи тощо. Показано, що існують різні якісні оцінки абсентеїзму як виборчого феномену та його впливу на суспільство, державу та її демократичний розвиток. The article explores the current issues of modern political science – the essence and features of absenteeism as an attribute of modern elections. The essence and main approaches to understanding the concept of “absenteeism” are revealed. Attention is focused on the fact that absenteeism as a socio-political phenomenon can be considered from different positions: from the position of political behavior; from the position of the principle of freedom of elections; from the position of citizens’ attitude to politics and elections; from the position of the level of stability of society; from the position of the rights and freedoms of the individual; from the position of citizens’ political participation; from the position of the socio-political identification of voters; from the position of political opportunities; from the position of the positioning of the individual, etc. It is shown that there are different qualitative assessments of absenteeism as an electoral phenomenon and its impact on society, the state and its democratic development.
