Abstract

Стаття присвячена актуальній проблемі правового регулювання та взаємодії між державою і громадянським суспільством в умовах воєнного чи надзвичайного стану. З огляду на глобальні кризи та конфлікти, вкрай важливо знайти оптимальний баланс між посиленням державної влади, необхідним для забезпечення безпеки, та збереженням демократичних свобод і прав людини. Нехтування цим балансом може призвести до системних криз, порушень прав громадян та зниження довіри до державних інституцій, що є загрозою для сталого розвитку будь-якого демократичного суспільства. The article is devoted to the pressing issue of legal regulation and interaction between the state and civil society under conditions of martial law or a state of emergency. In view of global crises and conflicts, it is crucial to find an optimal balance between strengthening state power, which is necessary to ensure security, and preserving democratic freedoms and human rights.
