Зміна взаємовпливу засобів масової інформації та влади в умовах загострення війни між Росією та Україною

Abstract

У статті аналізується роль державної комунікаційної політики в умовах сучасного інформаційного суспільства, акцентуючи увагу на її впливі на громадську думку, суспільну консолідацію та ефективність державного управління. Досліджено структурні особливості формування та реалізації комунікативних стратегій, а також окреслено ключові аспекти взаємодії держави, засобів масової інформації та громадянського суспільства. Сучасні реалії інформаційного простору характеризуються високою динамічністю, що обумовлює необхідність розбудови інтегрованої системи державних комунікацій. Така система має ґрунтуватися на принципах відкритості, транспарентності, наукової обґрунтованості та відповідності національним інтересам. Важливим аспектом є ефективність комунікаційної політики, яка оцінюється за допомогою комплексних критеріїв, зокрема рівня довіри громадян, впливу інформаційних кампаній, оперативності реагування на кризові ситуації та адаптивності державних органів до змінних інформаційних умов. Засоби масової інформації відіграють ключову роль у формуванні суспільного дискурсу, забезпечуючи не лише трансляцію офіційної інформації, а й виконуючи функцію посередника між державою та громадянами. Держава, у свою чергу, має розробляти механізми ефективної співпраці із медіа, враховуючи ризики інформаційних маніпуляцій, виклики медіакратії та вплив цифрових технологій на масову свідомість. Зокрема, важливим є використання сучасних підходів до державних комунікацій, включаючи цифрову дипломатію, стратегічну комунікацію та кризове інформування. Окрему увагу приділено інформаційній політиці України в умовах війни, що стала важливим фактором забезпечення національної безпеки, формування громадської єдності та протидії інформаційним атакам. Розглядається трансформація інформаційного простору під впливом воєнних дій, зростання ролі незалежних медіа та соціальних мереж у протидії ворожій пропаганді, а також використання комунікаційних технологій для мобілізації суспільства та міжнародної підтримки. Визначено перспективи подальшого розвитку державної інформаційної політики з урахуванням глобальних тенденцій у сфері комунікацій. The article analyses the role of the state communication policy in the modern information society, focusing on its impact on public opinion, social consolidation and efficiency of public administration. The structural features of the formation and implementation of communication strategies are studied, and the key aspects of interaction between the state, mass media and civil society are outlined. The modern realities of the information space are characterised by high dynamism, which necessitates the development of an integrated system of public communications. Such a system should be based on the principles of openness, transparency, scientific validity and compliance with national interests. An important aspect is the effectiveness of the communication policy, which is assessed using comprehensive criteria, including the level of public trust, the impact of information campaigns, the efficiency of crisis response and the adaptability of government agencies to changing information conditions. The media play a key role in shaping public discourse, not only by broadcasting official information, but also by acting as an intermediary between the state and citizens. The state, in turn, should develop mechanisms for effective cooperation with the media, taking into account the risks of information manipulation, challenges of mediaocracy and the impact of digital technologies on the mass consciousness. In particular, it is important to use modern approaches to government communications, including digital diplomacy, strategic communication and crisis communication. Particular attention is paid to Ukraine’s information policy in times of war, which has become an important factor in ensuring national security, building public unity and countering information attacks. The transformation of the information space under the influence of hostilities, the growing role of independent media and social networks in countering enemy propaganda, and the use of communication technologies to mobilise society and international support are considered. Prospects for the further development of the state information policy in view of global trends in the field of communications are determined.
