Національна ідентичність як підгрунтя формування національних інтересів у контексті реінтеграції українського соціуму

Abstract

Розглядається поняття «національний інтерес», його витоки та класифікація. Зокрема, за характером; ступенем черговості; масштабом; ступенем важливості; строком дії; видами політики; сферами прояву тощо Стверджується, що національний інтерес та національна ідентичність є тісно пов’язаними феноменами. Зокрема, нехтування національними інтересами веде до розмивання національної ідентичності і, навіть, до втрати державного суверенітету. А національна ідентичність, своєю чергою, яка є органічним поєднанням громадянської, державницької, етнічної ідентичності, має бути надійним підґрунтям формування національних інтересів. Зазначається, що національний інтерес у демократичних країнах – це узагальнений відповідно до існуючих процедур інтерес людей, що формує політичну націю. Остання «виростає» з договірних концепцій утворення держави, де до політичної нації належать всі, хто приймав участь у її заснуванні. Громадянам, у такому випадку, належить право на управління державою. З такого проєвропейського розуміння нації, як наслідок, мають формуватися «комплексні», інтегруючи інтереси як держави, так і суспільства, – національні інтереси. The concept of «national interest», its origins and classification are considered. In particular, by character; by the degree of priority; scale; degree of importance; validity period; types of politics; spheres of manifestation, etc. It is claimed that national interest and national identity are closely related phenomena. In particular, the neglect of national interests leads to the erosion of national identity and even to the loss of state sovereignty. And national identity, in turn, which is an organic combination of civic, state, and ethnic identity, should be a reliable basis for the formation of national interests. It is noted, that the national interest in democratic countries is the generalized interest of the people forming a political nation in accordance with existing procedures. The latter «grows» from the contractual concepts of the formation of the state, where all those who took part in its foundation belong to the political nation. Citizens, in such a case, have the right to govern the state. From such a pro-European understanding, nations should be formed «complex», integrating the interests of both the state and society – national interests. It is claimed that the structure of national interest changes depending on the tasks of the nation and the degree of its consolidation. It is argued that today one of the urgent needs and the priority national interest of Ukrainian society and the state is to lay a solid foundation for the process of reintegration of all citizens who are forcibly or deliberately (trying to save themselves and their loved ones) outside of Ukraine. This is the basis – an unwritten agreement between citizens and the authorities – an image of the post-war future of the country, which will include all categories and groups of citizens. It is noted that postponing the process of reintegration of citizens may lead to irreparable consequences... The latter is noted by both scientists and practitioners, who, in their majority, emphasize the fact of the importance of not only the «mechanical» return of territories, but also the reintegration and reconsolidation of Ukrainian citizens, establishing a dialogue with them, protecting their rights and clarifying their needs.
