Демократизація менеджменту національної безпеки: інституційні та комунікаційні засади

Abstract

Розглядаються контексти забезпечення представництва, керованості та належного рівня комунікації в сфері національної безпеки. Наголошено, що демократизація порушує питання високих стандартів ефективності та застосування креативних підходів в інституалізації безпекової системи. Вивчено значення політичних завдань національної безпеки, які змінюються як внаслідок перетворення структури ризиків та загроз, так і у зв’язку з цифровізацією політичної комунікації. З’ясовано специфіку взаємозв’язок між демократичними інститутами та національною безпекою, потенційні конфлікти між ними та шляхи їх гармонізації демонструються на тлі практик недемократичних режимів. У статті застосовуються фахові методичні засоби сучасних політичних наук. Ретроспективний аналіз визначає значення та вплив ключових моделей безпекового політичного менеджменту. Фахові методи включають системний підхід і метод структурного функціоналізму. Вони спрямовані на визначення важливих напрямків інституційної еволюції політичного прийняття рішень на основних рівнях політичної системи, а також конкретні структурні зв’язки безпекового політичного менеджменту та поведінки провідних суб’єктів національної безпеки. Увага приділяється демократичній інституційній та комунікаційній підсистемам, які забезпечують підзвітність і прозорість управління, дозволяючи громадянам вважати своїх лідерів відповідальними за їхні дії. Встановлено особливості створення потенційних ризиків, коли політичні групи з деструктивними намірами використовують демократичні свободи, аби завдати шкоди державі чи суспільству. Доведено, що демократичні практики та інституції утворюють прозору систему виявлення та зменшення безпекових ризиків. Встановлено, що ефективна національна безпека необхідна для підтримки стабільності та захисту держави від зовнішніх і внутрішніх загроз. Розкрито значення напруги між демократичним врядуванням та пріоритетами національної безпеки яка виникає, коли уряди впроваджують політику, яка обмежує громадянські свободи в ім’я захисту нації. З’ясовано, що сучасні демократії стикаються з дилемою часткової відмови від окремих норм захисту свободи заради безпеки. Доведено, що зміцнення демократичних інститутів сприяє встановленню стану довгострокової національної безпеки. The considered contexts of representation, governance and the appropriate level of communication raise the issue of high standards of efficiency and the application of creative approaches. The significance of the political tasks of national security, which are changing both as a result of the transformation of the structure of risks and threats, and in connection with the digitalization of political communication, is studied. Signs of the democratization of the political management of national security have been established, which involve the highlighting of new approaches to relations between institutions and the increase in the transparency of security decisions. The specifics of the relationship between democratic institutions and national security are clarified, potential conflicts between them and ways of their harmonization are demonstrated against the background of the practices of nondemocratic regimes. The article uses professional methodical tools of modern political sciences. In particular, the comparative analysis describes the institutional foundations of political decisions in the conditions of democratization of national security. A retrospective analysis identifies the significance and impact of key models of security political management. Professional methods include a systematic approach and the method of structural functionalism. They are aimed at determining the important directions of the institutional evolution of political decision-making at the main levels of the political system, as well as specific structural connections of security political management and the behavior of leading national security actors. Attention is paid to the democratic institutional and communication subsystems that ensure accountability and transparency of governance, allowing citizens to hold their leaders accountable for their actions. The peculiarities of creating potential risks when political groups with destructive intentions use democratic freedoms to harm the state or society have been established. It has been proven that democratic practices and institutions form a transparent system for identifying and reducing security risks. It has been established that effective national security is necessary to maintain stability and protect the state from external and internal threats. The significance of the tension between democratic governance and national security priorities that arises when governments implement policies that limit civil liberties in the name of protecting the nation is revealed. It has been found that modern democracies are faced with the dilemma of partial rejection of certain norms of protection of freedom for the sake of security. It has been proven that the strengthening of democratic institutions contributes to establishing a state of long-term national security.
