Варіативність взаємодії українських акторів місцевого самоврядування з міжнародними партнерами

Abstract

Проблематика взаємодії українських акторів місцевого самоврядування з міжнародними партнерами є актуальною в контексті наявного конфлікту локальної та центральної влади в умовах процесу модернізації та розбудови політичних інститутів в Україні. Загальна актуальність проблематики вписується у тенденції глобалізації та постмодерного «повороту» у сприйнятті територіально-політичних одиниць, в якому відбулася деієрархізація та перенесення фокуса з національних держав на локальний рівень. В українській специфіці такий конфлікт актуалізується в умовах наслідків російської агресії та необхідної через це допомоги від партнерів, реформ та процесу євроінтеграції. До того ж додаються і проблемні аспекти модернізації та розбудови інститутів центральної та місцевої влади й політичної системи загалом. Відповідно, актуалізується взаємодія місцевої влади з міжнародними партнерами: як засіб у конфлікті з центральною владою, а також з урахуванням наявних потреб у функціонуванні локалітетів. Метою статті є встановлення варіантів поведінки акторів місцевої влади у зовнішньополітичній діяльності в умовах конфлікту з центральною владою. Задля цього були обрані міські голови Чернігова, Одеси та Києва й ситуації, які репрезентують їхній конфлікт з центральною владою та взаємодію з міжнародними партнерами. Основними методами для реалізації мети статті є case study та контент-аналіз діяльності акторів центральної та місцевої влади, використано концепти місцевого самоврядування, політичної системи, інститутів, центральної влади, а також залучено базові категорії інституційного та неоінституційного підходів. У результаті дослідження виокремлено деполітизовану (господарську) та політизовану діяльність локальних українських акторів щодо їх взаємодії з міжнародними партнерами. І політизований, і деполітизований варіанти взаємодії можуть використовуватися як з функціональною метою (отримання допомоги), так і бути засобом раціоналізації та легітимації місцевої влади у ситуації конфлікту з центральною. Окремо слід зважити на зовнішньополітичну діяльність міського голови Києва: у цьому випадку політизована діяльність може розглядатися як засіб залучення мера до загальнонаціонального контексту – відповідно взаємодія відбувається з представниками центральної влади країн-партнерів щодо компетенцій, які належать до сфери діяльності української центральної влади. The problem of the interaction of Ukrainian actors of local self-government with international partners is relevant in the situation of the existing conflict between local and central authorities in the context of the process of institutions’ modernization and construction in Ukraine. The general meaning of the problem fits into the trends of globalization and the postmodern “turn” in the perception of territorial and political units with de-hierarchization and the transfer of focus from national states to the local level. In the Ukrainian specifics, the conflict is actualized in the conditions of the consequences of Russian aggression and the necessary aid from partners, reforms and the process of European integration. In addition, take place problematic aspects of modernization and development of central and local government institutions and the political system in general. Accordingly, the option of interaction of local authorities with international partners is updated, both in conflict with the central authorities and in taking into account the existing needs in the functioning of localities. The purpose of the article is to establish options of the local government actors` behavior in foreign policy activities in the context of their conflict with the central government. Due to this, were selected the mayors of Chernihiv, Odesa and Kyiv and the situations that represent their conflict with the central government and interaction with international partners in this context. The main methods for realizing the purpose of the article are case study and content analysis about the activities of central and local government actors. Also used are the concepts of local selfgovernment, political system, institution, and central government, and the basic categories of institutional and neo-institutional. According to the results of the study, the depoliticized (economic) and politicized activities of local Ukrainian actors were distinguished due to their interaction with international partners. Both the politicized and the depoliticized version of interaction can be used for a functional purpose (receiving assistance) and as an instrument of local authorities` rationalization and legitimization in a situation of conflict with the central one. Separate attention should be given to the Kyiv mayor`s foreign policy activities. In this case, politicized activities can be considered as way to involve the mayor in the national context – accordingly, the interaction takes place with representatives of the central government of partner countries due to the competencies that belong to the area of activity of the Ukrainian central government.
