Abstract

Використання терміна «Диво» не вітається у науковому середовищі, особливо коли це стосується вивчення політичних та соціальних процесів. У той же час, дуже важко пояснити здійснення деяких соціально-політичних процесів, які не повинні були статися, а вони відбувалися. Надто буденно проходили повідомлення про хід реалі- зації адміністративних реформ та створення громад. По суті, відбулися революційні зміни. У багатьох вропейських країнах подібні реформи проходять впродовж трива- лого часу існування демократичної політичної системи. В Україні ці реформи почали реалізовуватися паралельно із реальною демократизацією в країні. The use of the term «Miracle»; is not welcome in the scientific community, especially when it concerns the study of political and social processes. At the same time, it is very difficult to explain the implementation of some socio-political processes that should not have happened, but they did. Reports about the implementation of administrative reforms and the creation of communities were all too common. In essence, there were revolutionary changes. In many European countries, similar reforms have been taking place for a long time of the existence of a democratic political system. In Ukraine, these reforms started to be implemented in parallel with real democratization in the country.
