Трансформація зовнішньополітичних відносин Сполучених Штатів Америки та Саудівської Аравії: геополітичний та безпековий вимір

Abstract

Одним із напрямів зовнішньої політики президента Джо Байдена є формування демократичної коаліції, проте не менш важливим є формування альянсу на Близькому Сході. Поглиблення союзу між Іраном та Росією веде до загострення ситуації як на російсько-українському фронті, так і на близькосхідному театрі військових дій. Існує політична, наукова актуальність дослідження геополітичних, геоекономічних, безпекових факторів формування й розвитку зовнішньополітичних відносин ключових гравців на Близькому Сході. Метою та завданнями статті є комплексне дослідження трансформації зовнішньополітичних відносин США та Саудівської Аравії в контексті близькосхідної геополітики; аналіз становлення й трансформації зовнішніх відносин держав; визначення основних напрямів відносин США та Саудівської Аравії; виявлення складнощів та суперечностей у відносинах держав; узагальнення перспектив розвитку зовнішньополітичних відносин США та Саудівської Аравії. Для досягнення поставленої мети й вирішення завдань було застосовано комплекс загальнонаукових та спеціальних методів, таких як метод критичного аналізу, системний метод дослідження політико-культурних впливів на зовнішньополітичні відносини, компаративний метод, історичний метод, дескриптивний метод викладу матеріалу, синтез прикладного матеріалу та узагальнення у вигляді висновків. Для досягнення успішного результату в зовнішній політиці державам потрібно створювати взаємовигідні відносини з іншими державами. Особливо важливим є врахування геополітичних та безпекових факторів формування і розвитку зовнішньополітичних відносин, які суттєво впливають на вибір стратегії й тактики держав на регіональному чи глобальному рівні світової політики. Визначено, що політика «взаємної залежності», яка була обрана як базис для зовнішньополітичних відносин США та Саудівської Америки пройшла трансформацію у зв’язку зі змінами світового порядку. Проведений аналіз конкретних кейсів відносин у різні історичні періоди з іншими політичними гравцями дозволив встановити важливість геополітичного, геоекономічного вимірів для формування, розвитку, а також трансформації зовнішньополітичних відносин, які вимагають оновлення політики відносин в кризових умовах регіональної та глобальної політики. One of the directions of President Joe Biden's foreign policy is the formation of a democratic coalition, but no less important is the formation of an alliance with Israel and Saudi Arabia in order to counter aggression in the Middle East. The deepening of the alliance between Iran and Russia leads to an aggravation of the situation both on the Russian-Ukrainian front and in the Middle Eastern theater of military operations. There is a political and scientific relevance of the study of geopolitical, geoeconomic, security factors in the formation and development of foreign policy relations of key players in the Middle East. The purpose and tasks of the article are a comprehensive study of the transformation of the foreign policy relations of the USA and Saudi Arabia in the context of Middle Eastern geopolitics; analysis of formation and transformation of foreign relations of states; determining the main directions of relations between the United States and Saudi Arabia; identification of complexities and contradictions in relations between states; summarizing prospects for the development of foreign policy relations between the United States and Saudi Arabia. To achieve the set goal and solve the problems, a complex of general scientific and special methods was applied, such as the method of critical analysis, the systematic method of researching political and cultural influences on foreign political relations, the comparative method, the historical method, the descriptive method of presenting the material, the synthesis of applied material and generalization in the form conclusions. To achieve a successful result in foreign policy, states need to create mutually beneficial relations with other states. It is especially important to take into account geopolitical and security factors in the formation and development of foreign policy relations, which significantly influence the choice of strategy and tactics of states at the regional or global level of world politics. It was determined that the policy of "mutual dependence", which was chosen as the basis for the foreign policy relations of the USA and Saudi America, underwent a transformation in connection with changes in the world order. The analysis of specific cases of relations in different historical periods with other political players made it possible to establish the importance of geopolitical and geoeconomic dimensions for the formation, development, and transformation of foreign political relations, which require updating the policy of relations in the crisis conditions of regional and global politics.
