Статус головного союзника США поза НАТО: міжнародно-політична суб’єктність, оцінки, перспективність для України

Abstract

As a result of full-scale Russian aggression against our state, the problems of Ukraine’s national security have reached a new level of relevance. In view of this, the article analyzes the option of the status of the main non-NATO ally outside NATO for Ukraine (Major Non- NATO Ally, MNNA) as a probable model of its security policy on the way to NATO membership. The authoresses analyze the American documentary base on the status of the main US ally outside NATO, trace the evolution of the international political subjectivity of this status. In addition, security benefits have been identified for the countries that have gained or are seeking to obtain the appropriate status. In retrospect, approaches to the distribution of powers upon approval of the MNNA and the formation of the range of privileges of the allied countries are characterized. The conclusion is made that there is a significant range of defense, scientific, technical, financial opportunities that allied countries can use to strengthen their security system. The authoresses focus their attention upon the analysis of the relevant initiatives to approve the status of the main non-NATO ally both in the United States and by Ukrainian legislators from 2014 to the present. Taking into account the unambiguous assessments of the MNNA status for Ukraine, an attempt has been made to understand the main problems of implementing this status and the prospects for its acquisition for Ukraine. The authoresses’ conclusion is that before the country’s accession to NATO (in the so-called interim period), the status of a US ally outside NATO can play a significant role in strengthening the country’s defense capabilities. At the same time, the factor of mutually beneficial contractual cooperation between the parties in the security sphere (in dimension of the status of MNNA) does not exclude the achievement by Ukraine the membership in the Alliance. Внаслідок повномасштабної російської агресії проти нашої держави проблеми національної безпеки України вийшли на новий рівень актуальності. З огляду на це у статті проаналізований варіант набуття Україною статусу головного союзника США поза НАТО (Major Non-NATO Ally MNNA) як ймовірної моделі її безпекової політики на шляху до набуття членства в НАТО. Авторами проаналізовано американську документальну базу щодо статусу головного союзника США поза НАТО, простежена еволюція міжнародно-політичної суб’єктності даного статусу. Окрім того визначені безпекові переваги для країн, які здобули або прагнуть здобути відповідний статус. У ретроспективі охарактеризовані підходи до розподілу повноважень щодо затвердження MNNA та формування кола привілеїв країнам-союзника. Зроблений висновок, про значний спектр оборонних, науково-технічних, фінансових можливостей, якими можуть скористатися країни-союзниці задля зміцнення своєї системи безпеки. В колі уваги авторок – аналіз відповідних ініціатив щодо питання затвердження статусу головного союзника поза НАТО як у США, так і з боку українських законодавців, починаючи з 2014 року і до сьогодні. Враховуючи однозначність оцінок щодо набуття Україною статусу MNNA, зроблена спроба зрозуміти основні проблеми реалізації даного статусу та перспективи його здобуття Україною. Проведений аналіз дозволяє авторам зробити висновок, що до вступу країни в НАТО (у так званий проміжний період) статус союзника США поза НАТО може відіграти вагому роль у зміцненні обороноздатності країни. Водночас фактор взаємовигідного договірного співробітництва сторін у безпековій сфері не виключається й з досягненням Україною членства в Альянсі.
